To the person filling it out, a form or application looks like a simple exchange: fill in fields, hit submit, wait for a reply. On the business side, that submission triggers a manual pass that the applicant never sees: is every required field actually there, does the information match existing records, does this particular case need a specialist or can anyone handle it. That check is where the real time goes, and it happens the same way, by hand, for every single submission regardless of how routine it is.

Most submissions are routine. A small share need real judgment: an unusual case, a missing document, a borderline eligibility question.
